                I am looking for scheduling software that allows a resource (e.g. employees) to be fitted to shifts on a rotating basis automatically. Each department has its own employees (e.g. Department A has 20 employees numbered A1 to A20 and Department B has its own employees numbered B1 to B20 while department C might have only one employee C1 and Department D might have 8 employees D1 to D8). There needs to be the facility to enter any number of employees to each department up to at least 30 in each department. There are up to 50 departments. 

I need each department to be able to schedule its employees on a rotating basis for any number of shifts up to 30 shifts per day with each shift being a half hour period between 8am and 11pm. The number of shifts rostered for a particular department will remain the same each day but no employee is to be rostered more than once on any day. Each time an employee (e.g A1) is scheduled, the next numbered employee for that department (e.g. A2) will be the next one scheduled so that all of the employees for each department are rotated (i.e. if Department A has 20 employees but only wants 15 of them to be rostered on each day, then employee no 16 will be the first to start on the second day). The number of shifts for each deparment is the same each day (e.g. Department A might only want 15 shifts per day - which would use up employees A1 to A15 on the first day and then start with A16 on the next day - while Department B might want 10 shifts per day - and these would be employees B1 to B10 on the first day and B11 would be the first one to start on the next day and so on.

There would need to be a manual overide to make adjustments like adding an extra shift or changing an employee without affecting the rest of the automatic operation.
